Does it mean that I can watch symphony of light from victoria harbour and avenue of stars? May I know any cheap and good place to dine in Tsim Sha Tsui area?

Ms.Christine,Better enjoy the Symphony of Lights at the Avenue of Stars. If you watch it at the Victoria Peak, you may not have a good experience. You may go to Tsui Wah Restaurant to dine. It is not expensive but food there is good.
