Hi! I'm currenty residing in Singapore. The Filipinos is currently ban from having tourist visa here. So can I just submit all my required documents to a travel agency in the Philippines to process it for me? or will there be a problem with my passport because they can see that I'm not in the Philippines?

I don't think there is any problem, you can't apply for Chinese visa in Singapore, you can send your passport to a travel agency to apply for China visa on your behalf.
