About:Chinese Embassy in Japan

I am planning on visiting China from Japan for 5 days as a tourist. I am a British citizen currently working in Japan and I have been told that the visa costs 13000 yen and is only available through a tourist agent. Whereas this website says it is 4000 yen for single entry.
Which is correct and am I able to get the visa myself from Nagoya or would I have to travel to Tokyo to get it?

Mr.Bates, you can apply for Chinese visa through the China consulate in Nagoya, the visa fee for single entry visa is 4,000yen, you don't need to apply for it through the tourist agent which charge you much service fee.
