No direct bus from Shanghai airport to Keqiao. I fyou mean Pudong Airport, you can take airport bus Line 5 or 7 to Shanghai Railway Station or Shanghai South Railway Station. Shanghai Bus Terminal and Shanghai South Bus Station all have buses to Keqiao, about 5 buses a day, not too many. No bus after 2:40pm. So, you may think about taking train to Shaoxing first from Shanghai after that.
