Mr. Noah,

Thanks for your reply. Yes, I dont think he has Filipino visa or residence permit, he will actually maximize the 21 days. But maybe the plane ticket back to Germany on the 21st day would help?

I advice him to apply for Chinese visa in Germany rather than in Phillipines, does he have Filipino visa or residence permit, as I know that German citizens are exempt from a visa to Philippines for up to 21 days, so he doesn't have a visa as a short-time visitor.

Ms. Meann, I think that you can ask your friend to use the legal entry stampt to Thailand on his passport to apply for Chinese visa, he also needs to provide his original passport, one completed visa application form attached with one recent passport photo, flight ticket to the next detination after visiting China. He doesn't have the Thai valid visa or residence permit, however, he has the legal entry to Thailand stamped by Thai Immigration officers.
