after I arrive in Pudong Airport, is there public transportation to Hongqiao Airport? If there is, how can I catch it?

Yes. It is available every 20 or 30 minutes from 6:00 in the morning to 21:00 in the evening. It costs about CNY30.00 and you can find the bus in both the No. 1 and No. 2 terminal building in the Shanghai Pudong airport easily.
