Hi, I see. Madam Tussauds is on the way up to the hill of the Peak. You can get there from Central, about 15 minutes' walk from Central. To Ngong Ping, you can take mtr to Tung Chung Station from the city center. Ngong Ping cable way is just nearby the tung Chung Station. You can take cable car to the Buddha. Ticket fare: 160HKD for Madam Tussauds. The buddha is free and 25HKD is charged in weekend. The weather is fine in Feb, still a bit cold. It may be 10-20C degrees, prepare warm and light clothes.
