About:Apply for China Visa in a Third Country

Hello. I have a Dutch friend who is in Shanghai now. His tourist visa is about to expire and he cannot extend it anymore. He is planning to get a new tourist visa here in Philippines so he doesn't have to go all the way back to Holland. Are there additional requirements for foreigners applying for a Chinese tourist visa in Philippines? Can he get a 6 months or 1 year multiple tourist visa? Thank you.

The chance to get a Chinese visa in Hk is larger than in Philippines. If he doesn't have Filipino residence pemit or other certificate which proves that he can leagally reside in Philippines for a long time, he can't get Chinese visa in Philippines.
