About:Baggage Allowance for Chinese Domestic Flights

For domestic air travel within China, I understand the luggage allowance is one checked bag and one carry on. Do they consider a woman's purse as a carry on? For instance, could my daughters have a carry on and also have a small purse on their shoulder?

Any guidance would be greatly appreciated!
