Well, I think you could consider staying at the youth hostel in Harbin.

I am staying at the Zhong Da Hotel on Zhongyang Dajie street. I came here to see the ice festival and found this hotel in a lonely Planet book. Very affordable and pretty ok rooms. Also, Zhongyang Dajie street is an great shopping area and is pretty close to most of the sites worth seeing in Harbin.
