About:China Transit Visa

Hello - I have a USA passport and am traveling to Hanoi with a 14.5 hour layover in Guangzhou next month. I would like to leave the airport to see the city sights during my layover. Is this allowed if I do not have a Visa?
The above answers give some mixed messages as to whether a visa is required.

if you leave the airport, you will need a transit visa for the stopover. Otherwise, you don't need a visa.

Thanks for the clarification. Sorry to hear that a visa is required since it would have been nice to see the city. But it is too much and too late for the visa now. I do not understand why US must pay $130 and others $30. For $30, I would have gotten the visa.
