I am in China right now on L(Tourist) Visa. I would like to have one year multiple entry Visa. Where and how shall I apply for it?

You can apply for it at the local exit and enter department of Police Security Bureau. Please take all required documents for one year multiple entry visa to the PSB. But tell the truth, you can't get a multiple entry visa in India, it is harder for you to get it within China.
