sir  i asked one of  my friend  who is studying under  scholarship(he is from africa).he told we hav to apply the  scholarship before coming to china itself. As im in china  rit now i send  my detail too u people as if im in india. U send it to chinese government. can u  do it ? waiting for u r reply

As I know, the Education Office of Chinese Embassy or Consulate in India accepts the Chinese government scholarship application, you can send all documents to the office and have a try.
