Philippines passport holders are exempt from a visa to Hong Kong for up to 14 days, if you won't stay in Hong Kong for more than 14 days, you don't need a visa to Hong Kong. I think that it is hard for you to get a third extension in Suzhou, generally speaking, a L visa can be extended for two times. You can apply for a Chinese visa in Philippines, if you are refused, you can have a try in Hong Kong.
