i am parmanent residance in italy .

Question

I am parmanent residance in italy . This year january 2009 once i was in China in business visa .  My name is tapas chandra paul .  One week ago i applied for chinese visa again for 15 days for a visit in china for quality control .  Today on 3.12.09 i went to take my visa but it was not ready . I ask in the visa desk regarding this late . They could not say nothing . I already bought a ticket on 8th decmeber 2009 to leave in china . Can you explain the reason please .

As I know, it usually takes 4 working days for processing visa application. The embassy can't give your a reasonable explaination, here nobody can give you.
