Me and my girlfriend (Dutch) want to apply for a Chinese visa of 3 months. Is this possible from buenos aires? And do we need a hotel reservation? Are the prices quoted for Americans the same as for other foreigners?Thanks, Joost

You can have a try in Buenos Aires, but the certainty is not 100%. I think you need a hotel reservation. The fee is different for other aliens, maybe it is 160 Pesos or US $ 40 for other aliens.
