Why the floor cannot be swept and hair cut? Does that represent something bad?

Yes, you are right. Hair-cutting is not allowed on Spring Festival as that may imply something unfortunate. It is also said that that deed will curse one's uncle. As for sweeping floor, some say it denotes the loss of possession.
