wherehow do i apply the on-loan octopus card?

Where and how do i apply the On-loan Octopus Card?  Can i apply when i touch down at Hong Kong International Airport?

You could rent an on-loan Octopus Card at the Hong Kong Airport Express station or any other metro station. Very easy! However, you couldn't apply for the on-loan card with your name and pictures unless you are Hong Kong citizen or passport holder.
