About:China Customs Declaration

I'm planning to buy 4 mobile phone from China on internet value 304$ for the 4, price dont inculde VAT.

I'm not a professional, what is the procedure for the customs, the VAT...?

From internet, i think you'd better check the company first as many people are cheated online.
