About:Embassy & Consulates of Thailand in China

I am Estonian citizen and I want to visit Thailand in February 2010. But I live in China, so my question is that can I make Thailand visa in Royal Thai Embassy in Beijing? How long will it take to get visa if I do it in Beijing? As I heard, until march there is no visa fee for EU citizens? For how long can I stay in Thailand with the usual tourist visa?
My plan is to arrive in Thailand on 3rd of February and leave on 27th of February, but during this time I also would like to visit Cambodia for three days, so do I need to get a multi-entry Thailand visa for that?
