would like to check whether for the Huangpu River Cruise?

I'm going to Shanghai in around 23th of December next month and would like to check whether the Huangpu River Cruise is operation or closed. And Around that date how is the weather temperature?? very very cold?? And the location of Hotel Holiday Inn in Shanghai Downtown located at Heng Feng Road is it convenient? Thanks!
