About:Chinese Embassy in Japan

I will be study in Japan for six weeks in the summer of 2010, followed by 1 year in China. Can I get the Chinese Visa while I am in Japan (since the one-year visa would not be long enough for me if I get it in US before I leave for Japan)? Is the visa requirments the same to get in Japan as that in USA?
