We will be reaching Harbin 12 Dec. Do you think the ice sculpture venue is open to public for viewing (with light lit) though we know the official opening ceremony is 5 Jan

I think you can. The festival actually lasts 2 months from December to the next January though the official opening ceremony is on Jan.5th.
