It will be the dry season in Dec, so less water is left then. You'd better come here in May to Oct, when there will be plenty of water.

To see the water, you can consider to visit Guizhou or Yunan, which is not very cold and dry at that time. Or you can just visit Northeast China, for example Harbin to see snow.
