I found this may help you some to make your own plan:https://www.travelchinaguide.com/package/tour-sh05.htm
Whether you should move from Shanghai or stay in those cities, I prefer to stay in Nanjing, Hangzhou or Suzhou and move to the next one. It will waste a lot of time and inconcenient to go and return very day. The nearest water town to Shanghai should be Zhujiajiao, actually, there are many other famous water towns, such as Zhouzhuang, Wuzhen, Xitang and TOngli nearby Hangzhou and Suzhou. For your reference.

From Shanghai to Hangzhou, 1 hour and 20 mins by train
From Shanghai to Suzhou, 35mins by train
From Shanghai to Wuxi, 1 hour by train
From Shanghai to Nanjing, 2 hrs and 30mins by train
Above is one way. You can choose forth and back every day to Hangzhou, Suzhou and Wuxi, well all depends on your budget and how many days you plan to be in one city. For more info. pls feel free to contact me
