Does anybody know where in Beijing can I have my Philippine passport added with visa pages? I am trying to call the Consular Section nos. above but always no answer.

You  are right that you can renew your passport at the Philippines Embassy in China. The Embassy's phone is always hard to get through, so I advise you go to the Embassy in person.
