I am an American artist seeking to build a small ice sculpture installation art piece in Harbin this winter.  Who are the organisers of the Ice Lantern Festival that I might speak to about a space for my proposed sculpture?  Unfortunately I only know a few phrases in Chinese, but my german and japanese is rather good.  Thanks.  James McClean
