About:Chinese Consulate in Los Angeles

My brother who now lives in New York is going to China, but he just moved from Chicago. What visa office should he use? All his ID and passport are issued from Chicago?

I think he can have a try at the Consulate General of China in New York. If he is refused, he has to apply for a Chinese visa at Consulate General of China in Chicago.
