We will be visiting hong kong for 2 weeks(my sister-in-law and her family live in Hong Kong) We need to go to china for a day or two(by train) and we do not know the exact dates that we will be going and it should be the days in between our stay in Hong Kong Therefore we do not have return air tickets to china Is it ok to apply without a hotel booking and air tickets

If you haven't fixed your travel to China, you can apply for the China visa from the visa office of PRC in HKSAR.
