About:Chinese Embassy in Afghanistan

Hello I am USA citizen planning a trip to afghanistan and after would like to travel to china. can I get tourist visa in chinese embassy when during my stay in afghanistan?

Recently, I read some comments that applicants should apply for Chinese visa in their own country. Some applicants are refused even though they have the residence permit or valid visa of another country. A Pakistani student studying in Australia for 3 years, he has the residence permit, however, he was refused when he applied in Melbourne. Therefore, I am not sure you can get a Chinese visa in Afghanistan.
