I am visiting Hangzhou in Dec 09. Will be taking a train from Shanghai to Hangzhou. Is there any personal day tour of Hangzhou (4 person) services available at the Hangzhou train station?

That's no reliable, I think. Look for some big travel agency to have a one-day tour. In Hangzhou, one day is just enough to get around the West Lake and some busy places at night. You can just take a taxi (4 seats) to get around.
