About:Chinese Embassies and Consulates

Thanks a lot for your prompt response, and one more question, refer to the no.10 question, why this Sir comes from Philippines can apply visa in singapore? And my friend told me that she has applied visa in Singapore before, why can't now?

China embassy in Singapore have just stopped issuing visas to filipinos recently, nobody knows why.
