About:Chinese Embassies and Consulates

Dear sir/Madam,
I want to apply Chinese visa for my Philippine friend who is working in singapore(PR), can I? Or she must go back to Philippines, isn't it?

I'm afraid she must go back to Philippines, since some travellers posted that China embassy in singapore has stopped issuing visas to filipinos.

Thanks a lot for your prompt response, and one more question, refer to the no.10 question, why this Sir comes from Philippines can apply visa in singapore? And my friend told me that she has applied visa in Singapore before, why can't now?
