About:Chinese Embassy in Costa Rica

Dear Ambassador Wang Xiaoyuan,

OK, this is the THIRD time I have written to get an answer to the following.

I am a Canadian citizen currently teaching English in Costa Rica and would like to obtain either a i) 1-year multi-entrance tourist visa, ii) double-entry tourist visa or, iii) business visa to enter the People's Republic of China in November 2009.

My questions are:

1) as a Canadian citizen, is it possible for me to obtain a visa from the Chinese Embasssy in San Jose, Costa Rica, or do I have to return to Canada and apply for the visa there; YES or NO?
AND,
2) if "YES" I CAN obtain a t visa from the Chinese embassy in San Jose, Costa Rica, what is the process for doing this?

In closing, a direct response to the foregoing questions, or advice on what I should do, would be greatly appreciated.
