About:Chinese Embassy in U.K.

Hello, I am a UK citizen, but a permanent resident of the USA, I'm here visiting in Chile and need a visa to visit family in Beijing. I was told that if I WAS NOT a resident of Chile I could not apply in Chile. Is this correct ? If so how and where does one go to get a Chinese Visa when in Santiago Chile ?
Please help or advise asap.

I think you can apply for the China visa from the China embassy in Chile.
If not, you can try to apply for the visa from HK.
