Umm no he believed in legalism which meant he believed people were evil by nature and only by harsh punishment could they be closer to the gods or what ever

He had believed in legalism, and that everyone alive was evil by their nature and the only way to get closer to the gods was by a very harsh punishment.

He had no religous belief. He is a totally a materialist and a tyrant who believed in power and violence.
