About:Embassy & Consulates of Singapore in China

Hi. I am a Filipino working in Singapore and I wish to apply for a visa to China to visit Lijiang. But I was stopped at the front desk of the Chinese Embassy and was told that Filipinos should go back to the Philippines to apply for a Chinese visa there. I would just like to know why this is the case and if there is anything I can do about it? I am currently holding an employee pass and work permit for Singapore. This rule is also not stated anywhere in the Chinese Embassy website. It would also be quite impossible for me to go back to the Philippines to apply there as I am leaving next week.

it's true that some China embassies have stopped issue visas to aliens in a third country before the 60th Anniversary of PRC.
