Adeliade is the capital of South Australia, so you should apply for visa to China at Chinese Embassy in Canberra. You can send your application by post to the embassy, However, it is not very safe, the embassy is not responsible for lost, damage, etc. On Visa Application by Mail, please visit http://au.china-embassy.org/eng/ls/t286324.htm
