I am wondering if your friend is a Chinese citizen in mainland. If so, he should pay the tax. According to the customs, if a person carries the total value of overseas buying of more than 5000 yuan (including 5,000) items such as electronic products, high-end watches, high-value items, he need to declare them to the customs. And the customs will levy a tax according to certain regulations.

The Apple laptop should be more than 5000 RMB. Thus he has to pay the tax.
