No passport? How can she enter China without passport? Or her passport is detained by her employer?

I was in the similar situation as your sister-in-law many years ago. Even the police could not do anything to get my passport from my employer. But he gave me a suggestion. That was to report to the police dept. that my passport was lost (then give any reason and date). The police dept. will give your sister-in-law the affidavit of loss passport. She has to use this to apply for a travel document at the philippine embassy. This travel document will serve as her passport to get out of China. She can only apply for a new pasport in the Philippines. But before she can leave the country, she will have to pay penalty (for overstaying in the country) and income tax. The penalty will be set by the foreign affairs or police dept. in the place where your sister-in-law has been living. She also has to pay for income tax. It will be calculated based on time she have been staying in China at a designated rate and estimated amount. After she has paid the penalty and income tax, she can get a clearance for exit (from china)from the foreign affairs or police dept. In my case I just surrendered myself to the police dept. I wanted to go home bu didn't know how obtain the different documents required so the policemen guided me in processing the documents I needed. During those times I stayed somewhere else.
