greetings!is the epassport available now here in philippine embassy in china?

greetings!Is the epassport available now here in  Philippine embassy in china?The government announced that the green passport is no longer allowed..It is already phased out. The use of the green passport is valid only until April 10,2010By that time I'm still here in China. When will you start to release the epassport coz I have to avail of it?Thanks.
