About:Embassy of Portugal in China

I’m writing you from a Portuguese company and we’re request a VISA to our supplier engineer.
We had already sent 4 letters to our supplier but they didn’t arrived to the recipient yet and at our local post office they told us the letters should be delay because Portuguese post office don’t have any agreement with Chinese post offices and the letters could be some weeks caught until arrive to the receiver.
Can you start to go forward with the VISA request with a letter send by e-mail until the original one arrive?
Please, this is a very urgent subject to us because we need this engineer in Portugal to install the machine because the machine had arrived to our country for two weeks ago and we’re still waiting for the engineer and our client is very annoyed with this situation.

Why not use TNT, DHL or the other international courier? It is quite quick.
