About:China Customs Declaration

Hi there,
I have a 4 marine crew (captain and his officers) who will be flying to China. They will arrive at the Fuzhou airport.
My question is, they will each be bringing in eletronic walkie talkies for use onboard our vessel which is currently being built in the Liya Shipyard. (total 4 nos walkie talkie) The model of the walkie talkie is the Motorola Gp338 and all four are brand new. These walkie talkies will be used for our daily operations onboard the ship and will not be used on land.

Do we need to have any import licence or permit or pay any tax for bringing in this item?
My email address is perdana.com.sg|hisham.maideen
Thank you
