I`m a Canadian citizen hoping to go to Beijing in December for less than a week. I cannot go to Tokyo on a weekday. Is it possible to get a passport visa via the mail?

The China embassy don't accept visa application by mail, you can entrust a friend or a travel agency to process the visa for you if you can't go there in person.
