I am a Panamaian citizen. I want to visit my grandparent that it is very sick. I would like to know what are the procedure and requirements to apply for a visa.I had already issue a chinese visa before and my parent that are in Panama will pay for my journey.

China embassy don't accept visa application by email or post. You have to apply for it in person or entrust a friend or travel agency to process it for you.
