About:Chinese Embassy in New Zealand

Hi There

I am in Europe, on a New Zealand passport, without residence in any EU country.

I had residency in Netherlands until Febuary, but have been travelling in EU since then.

Do you know of any embassy in Europe that will issue a visa without a residency permit?

If you have residency in netherlands, you can apply for the China visa there. The China visa has 3 month validity anyway.
