About:Chinese Embassy in New Zealand

Hi There

I am a New Zealand Passport Holder. I do not have a residency permit for Belgium or any other european country. I have been travelling here, and now wish to travel to china to visit my sister. Do I need a residency permit in Belgium in order for them to issue me a visa?
