About:China Visa

I am a foreigner resident in Japan and I want to apply for a tourist visa to visit China for me and for my husband (same nationality as me). I am planning to go to the embassy in Tokyo (we live in Chiba), it is possible for me to apply for both visas or it is necessary for my husband to apply in person?
