Meritocracy was practised in the Han dynasty. There was a Civil Service Examination. Anyone could take part in it. Those who did well were appointed as Civil Servants. Thus, the civilservice consisted not only the best 'blood' but the best 'brains'. Han Wudi, the emperor believed that a good government depended more on the smarter people.
