About:Chinese Embassy in Canada

I am a Canadian citizen in Shanghai on an F Visa. My passport was stolen and I have had a new one issued, but I need to apply for a new F Visa. In China, I can only be issued a temporary tourist Visa. If I travel to Hong Kong, can I apply for a new F Visa there?
